He is saying openly that they cannot cope. [19 weeks for a 3 page "minutes of meeting" document - BAH]
Now - this is where the DOC must step in and fix the problem.
If they do not step in - then the Minister of Communications must be slapped around a bit.
If the MoC does nothing, then the President must be slapped - and HARD.
Why are we the only people seeing the problems ?
