Win 10 P2P update sharing?

Does anybody have a clue how this supposedly works?

I got two Win 10 Pro machines with P2P LAN sharing enabled. The one PC is up to date yet the other one pulls it updates from the internet.

If one goes into the group policy editor the download mode is 'not configured' by default, enabling it and setting it to "3: Delivery Optimization uses LAN and Internet peers. (Default for Pro and Home editions of Windows 10)" still does not seem to work.

Anybody got any insight on this?
 
Microsoft don't tell you that direct updates from Internet always take priority over local peer servers, so you must cut Internet connection and (possibly) manually trigger updates. I have researched it before and found written somewhere, I don't remember. All Windows settings is intentionally obfuscated in order to fool users that you have some choice.
 
Ok lets say we just scratch this idea of P2P updates, how about copying 'all' the updates from one machine to another, rsync can be configured to sync files regularly. If possible which folders would you have to sync?
 
Its P2P in the torrent over wide internet sense. Not P2P as in over your LAN.

I have not tried this myself but based on google searches others have and it does not work when disconnecting from the internet.

I didn't investigate any further after discovering it doesn't meet my expectation. As other people reported it doesn't work, I suspect it is just an obfuscated backup engine for inserting mal/spy/ware on your computer in the case when WU or 'Telemetry' fail to do so.

No it definitely won't work without an Internet connection.

It only does portions of the updates from local machines, but still gets some of it from MS themselves.
