I bought the DSP version of Windows 7 some time ago. If I remove it from the laptop I currently have it running on, will I be able to install it on a new laptop?

Legally, I think not. IIRC Microsoft limits DSP licenses to a single computer and it's non-transferable. You can however still activate it on the new laptop although you may need to call Microsoft to do it.

No. The DSP version is tied to the hardware it was first installed on. It lives and dies with that machine. If you install it somewhere else it becomes an unlicensed version... and if you are going to do that, you might as well download a cracked version of Win 7 Ultimate. You will have less activation issues.
