You make it sound like a common issue when you say "the dreaded start menu issue". Yet this is the first time I've heard of this particular issue.

Always format when installing a new version of Windows.

It's definitely a common issue.
I sit with a similar thing.... the context menu on the start bar will stop working randomly.... the Bluetooth driver causes weird issues, there is no context menu on Windows explorer's shortcut... the start button won't work (on my keyboard).... the on-hover event won't work either. Come restart, and the issues are gone for an hour or three.

How many people having issues did a clean install after the initial upgrade?

Imo, that's basically a requirement for Windows 10.

Had the same type of problem over the weekend. Firstly I got a message that I should sign into my Microsoft account and it seemed that a lot of my settings (folder and 'open app with' settings) reverted to default settings. I tried to open my account on the user link but nothing happened. After a reboot or two my start menu stopped working. Tried all kinds of things to fix it. Resetting it, scanning for errors, etc. The I saw one person's comment that uninstalling dropbox fixed his errors.

I tried the same, after uninstalling drop box my settings and account access was back, start menus was working however all my shortcuts was gone.

I then installed classic shell as start menu replacement, reinstalled drop box but disabled its start-up at Windows start-up.

Everything seems in order now.

Classic shell much better than windows start menu.
