If I backup a Windows 7 Ultimate Version and restore on Windows 7 Home Basic version,will it work?

If you're talking about using regular backup of the Win7 system partition, then NO, your restore of Win7 Ult to the other machine will not work. You can use a tool like Acronis Backup & Recovery Workstation with Universal Restore to move the operating ssytem to dissimilar hardware - it's quite widely used in business to move old installs to new hardware.
