Windows 8.1 AMD Graphics Drivers (Not Working)

Had the same exact issue - I went to AMD site and downloaded the latest catalyst mobility utility. The utility identified a new CCC version and I downloaded that. No problems since.
 
I have an HP Pavilion DV6.

HD 6770M Radeon
 
The error code for my Radeon 6700M Series in device manager is:

Windows has stopped this device because it has reported problems. (Code 43)
 
I have HP too, never had problem with using that utility. When I googled for a solution, I see it is a common problem with win 8.1

Hope someone comes along with a solution for you.

I am thinking perhaps this is a problem according to the website:

The following notebooks are not compatible with this tool:
Notebooks equipped with switchable graphics
 
I've managed to get the device to respond at-least (no problems in device manager), however there are still issues launching 3D applications.

I believe it's directly linked to the "switching graphics" cards.
 
OP, check your power-saving options. There are a plethora of settings, including GFX - mine defaulted to 'balanced' after upgrade iso 'high performance' when plugged-in.
 
I finally resolved the problem. :) Windows 8.1 working well with the AMD Radeon and graphics switching.

Have you tried to wipe the current drivers then download and run the latest one?
 
I removed all drivers associated with AMD and installed a HP AMD driver which I found after a million driver searches.

Moral of the story is the drivers on AMD site didn't work for me, only a newer version of the HP AMD driver that worked on Win 8 originally.

I will check which one I got and post it.
