When is it coming out? I heard it was going to be released at the same time as Windows Vista

SP3 for Windows XP Professional is currently planned for 1H CY2008. This date is preliminary.

XP SP3 will be a little application that will generate a pop-up message that says: "Your current operating system is outdated. Please visit www.microsoft.com/vistanow/ for further details."

You can always use Autopatcher in the meantime, it's handy for 56k dialup PCs or mass deployment of updates.
