I am looking for a wireless router for when I travel. Found mobile one for R1000 at Incredible Deception but must be a more affordable option even if small but not battery powered?
 
please be a bit more specific, are you looking for a 3G router?
 
No - just wireless to Ethernet. Suppose you could call it access point.

For use where a wired Ethernet port supplied and want to connect notebook, tablet, phone etc.

Must be able to enter settings including proxy via browser.

I don't know about any portable ones.

If you want a decent WiFi AP, then look at something like the following TP-Link WR841ND. You can install DD-WRT firmware on it, and then you should be able to run like a transparent proxy server.
