Hi,

Is there any Software out there that one can use for Bandwidth management, Allow or deny access, and so on?

Buying a Box that can do it is more expensive than buying software that can run on a server.

You should be doing the bandwidth management at the highsite.
Otherwise your clients will discover that they can transfer between themselves at full speeds!
Which, ofcourse, will degrade performance on the network.
