So why not just make a rule that ensures such a bias cannot exist / exists to a lesser degree?

Because a relationship isn't necessarily wrong. Such a rule unfairly and unjustly prohibits what might in fact be a perfectly innocent and proper relationship.

We don't ban cars on the roads just because there's a risk that some might cross over to the wrong side.

Some students told WITS' gender director (etc) that they were traumatised by the relationships, clearly relationships should be banned and orgies should be allowed as a compromise.
