The 2424 001.tif document is the "speaking notes" from the department of communications, distributing to the constitutional review committee.
The ATC 26 April 2006.pdf file contains the letter from President Thabo Mbeki in which he gives his reasons for referring the ICASA Amendment Bill back to parliament.
