Like I said, I just don't get why it's brilliant.

It's a outrageously slow, horrible mess where not much of anything actually happens.

Dialogue.

Tarantino is known for his amazing dialogue. Most of his characters are shaped not by what happens to them but rather by what they say while it is happening, or about it after it has happened.

He can create all of what we need to know about two characters in one line: "I aint' your friend, punchy."

If you're looking for plot and purpose, many of his films will lack that to a certain degree. Certainly relative to the power of the dialogue in those same films.
