It updated completly on Friday. Then another small update last night.

Having had experience of patching in both UK and SA, I think the higher latency you get in SA may have an impact. The downloader may think that you have a firewall blocking if the download is very slow. Since it also uses your connection to upload to others, it has probably determined your latency is too bad as it will impact others. It may just decide to not download during this phase ????? Its a theory of mine. Might be rubbish

just go download it from a direct link, wow patcher is slower then 56k >.<

I have had this as well. What I have noticed though is if I reboot then start up the launcher, it automatically downloads.

The Blizzard downloader is just another Bit-torrent client with the torrent embedded into the executable. In fact there are apps out there that extracts the torrent out of it and you can use your favorite torrent client to download it instead.
