WRK Exchange- Congested?

Could someone answer me about congestion on WRK exchange (Wilropark)

My ADSL is perfectly OK... speed tests show good results, however international stuff and torrents are slow at times...

If the exchange is congested then everything will be slow and your connectivity will be intermittent…
If international access is slow it all depends on the ISP you with…
