I think you're missing the point, my friend
It actually has nothing to do with the amount the person is downloading on the last day. If I make my connection at 8am on the last day of the month, do my days work and then go to bed without resetting my router, the connection will be reset at 8am on the 1st day of the new month. Everything I did on the last day of the month will then show on my user stats for the first day of the month. This is unfair. Whether it's 100MB or 1GB, I'm going to be equally upset about it. Thus my point that it should not be up to the customer to have to reset their router to get accurate stats for the new month. It's a flawed and unfair system. We fought with Telkom about this way back when - they came up with some sort of solution, from what I can tell, so then why can't IS or the ISP?
I'm sure there are lots of people out there who are not even aware that they are being screwed out of their precious bandwidth.
I hope Web Africa will take the initiative to do something about this, I have faith in them. I believe the very least the ISP's should do is let their customers know about this.
