Fallout New Vegas tops my list. From the poll I went with Witcher 3 and Skyrim. I'll throw in BG3 as a recent title for good measure.

Always online, sometimes co-op when my cousin or @mysticelf is online. But haven't played in almost a month, due to no cross progression from XB to PC. Looking forward to HEARTLAND's eventual release.

There are 2 other open worlds that would also fit the bill for me, but I have moved on from them completely.
FO76, Warframe.

Skyrim was just a class above everything else at the time. It set the stage for others. Sadly nothing from Bethesda has captured that same type of magic just yet, maybe Elder Scrolls 6.

Also Zelda does some of the best Open World games, in fact TOTK is well worth the price of a Switch.
