You cant rate a pic outright...
You can "fave" it, or do the whole "Rate a pic" thing through some groups.
Is there a setting that allows people that are not registered (and logged in) on flicker to comment on your photos?

No there isn't but it doesn't cost you a thing to join, and then you can upload your own photos anyway. Most of us on flickr are just happy snappers anyway, so it doesn't make any difference!![]()
You'd cry even more if you see how much comment spam you'll be getting if non-registered users could comment.

I do! Those animated gifs and "I admin for zzz, We'd like to have your photo in our group" messages are annoying as hell!!!
I prefer only some criticism and comments related to the pic not spam

Problem is I don't know enough people to get the wanted criticism...
I have joined a few groups and got a bit of advice / criticism. But I want more I would like a comment or two on every shot (I really don't upoad a lot).

I've left all those comment groups a long time ago... Nothing good comes from them.

My flickr accounts are all non searchable and I rarely tag.
