I want it mainly in Android.
it seems like you are not into private contractor side of the software development industry? I mean since when a developer charges for an exact numbers of hours spent to a project?

I am a freelancer, it's what I make my living from. I base my quotes on what the client requires, how long I think it's going to take me to do it (hours), the benefit of the final product to the client and then an experience based multiplier.

R 12 500 is not going to get you anywhere.
A decent developer wouldn't touch this for anything under R30 000 (and that's quite low) .

You can keep saying "LOLZ R30k LOLZ 100 hours LOLZ!!!11!!ROFLROFL" but that's the reality.

I have even read some guys posting on these thread "100hrs" ! Really ?? Lol come on now ! I know that I need help but rest assured dear mates I'm not a neophyte neither.

In your opinion, how long do you think this is going to take?
10 hours? 30? 80?

The biggest problem is a lack of specification. A payment project's time is typically split into:
  • 40% Specification
  • 30% Development
  • 30% Quality Assurance

Your broad questioning is indicative of someone who hasn't spent enough time developing the specification, as it in this phase that you determine the full scope of the build, technicalities, ... and ultimately define exactly what you expect from the developers. The time ratios will vary depending on complexity of the build and QA.

Understand that asking any developer for a thumb suck (how long is a piece of string) quote will always be met with ridicule as we've all been burnt by poorly scoped projects.

Well since you are a freelancer then I guess you know you don't write an 100hrs+ invoice in these cases you charge it as a flat rate instead.
But you right R30k it a decent price I must say.

Right, I'm following you now.
No, you wouldn't have an invoice with a line item of "135 hours @Rx/hour Total: $1 Billion"
But the developer would use 135 hours to get to the estimated project cost.

It would be a project fee based on a detailed spec that is broken down to hourly estimates. Anything outside of the spec would need to be quoted on and billed accordingly.

Not meant to make you feel guilty.
I've built a lot of payment solutions of varying levels of complexity; the cost is always directly proportional to complexity, hence it's important to know / research / document exactly what you want and how it will work (specification)

Once you have a specification assigning cost estimates is fairly procedural.
