YOUTUBE LOCAL? not working!

I heard that YOUTUBE 'went local' yet when I try an' access their site it just times out, time and time again. So whats the story? They have the ZA flag at the bottom of their website stating that they 'cater' for our local needs yet whats going on? Why the fail?

even the links over the net boasting about how local youtube is ie;

http://www.youtube.com/?gl=ZA&hl=en-GB

I cannot access youtube.com/co.za I am capped, apparently youtube has become accessible to local za users, (im with telkom 3gig international) so when im capped it would be possible to still access youtube locally. But this isnt working
 
I think they just have a local version of their site, still hosted overseas.
 
pure genuis, lets build a monument on the moon that no one can visit to admire, and then advertise

That us correct, most streams are cached locally so you will need international access to browse the site and choose what content you wish to view.

Strange since I surfed like normal on youtube on my local with out a lot of problems. There where a some vids not available but that's okay since most are. I am even logged into my Youtube account with my local only.
