Does anyone know how uploads to those 3 sites are handled, as far as I can tell they do not have any local servers but rather CDNs. Do uploads go to a local CDN or rather to an international server? Secondly is there anyway to determine which server uploads go to (or what speed would be expected when uploading to those services)?

Dropbox storage servers are kept in the US as far as I know. If they do use a CDN like Akamai or similar to distribute the data, it would most likely be uploaded to their storage servers first. However I haven't used dropbox in ages (since before they got hacked several times).

The Youtube one should have a local presence, so the data gets uploaded here. Google doesn't just CDN here as far as I know. Unsure about Vimeo.

As a test, what you could do is upload a file and use your Task Manager -> Resource Monitor to check the network connections it's making to the outside world, then tracert that and see where it goes and if it terminates locally or internationally.
