I think Zuma knows that Ghaddafi is a dictator as much as he knows Bob is.

I know his concerns as with Brazil, Russia, Germany, Turkey etc etc that the UN/US actions are a cause for concern.

Why? There has been no invasion. Only an enforcement of a no-fly zone. Zuma is only afraid that when the time comes to copy his buddy north across the border and turn SA into his personal kingdom, that the UN might kick his ass.

No, Zuma is making noise on human Rights day about something that the majority people couldn't care about.
Instead of explaining why Human Rights violations under the ruling of his party seems to mirror or exceeded even the Apartheid regime (police brutality, farm murders, censorship, supporting hate speech, crime etc).
As usual the crowds approve, because it is their leader, right or wrong. They may not have proper housing, schools, basic necessities, but they will cheer because their leader(s) at least live the life of luxury.

“One of the doctors who works in a Tripoli hospital has informed me today 21st March 2011 at 13:00 GMT that Gaddafi’s forces are bringing into the hospital old bodies (i.e. dead for a while) and they wish to bring the media so they can film and photograph them as being casualties from the coalition strikes. He also informed me that he was able to recognize a number of the bodies as being amongst the youth who were kidnapped from Souq Al Jummah’s protests in Tripoli.”
