Nothing wrong with chucking the corrupt and under-performing ones out and replacing them. But why reshuffle everything?

In telecoms We've finally started making some progress under Roy Padayachie, and now he's being re-deployed. I know that Public Service is probably a promotion for him, but now it means that we're stuck with a Minister of Communications who has a BA degree and a certificate in report writing :wtf:
