How legal is this in regards to the new credit act ?

It is a limited amount that cannot be re-requested until it is cleared by a top-up, it is not automatic and has to be requested by the individual and there appears to be no interest (higher call costs while on the R10). They also appear to be making sure that the person is a regular payer and can afford the payment by their requirements. This should pass muster.
 
When I visted India two years ago vodafone already had this, interestingly they only give 5 rupees advance, over here they giving R10 maybe this is an indication how exspensive calls are here.
 
Good one VC - while R10 is not much in the line of phonecalls, its enough SMSs when the user has hit end of the month salty cracks and needs to beg for some money for more airtime :) considering that please call me's care limited to the network.

"Please call me" messages are definitely cross network.
It is the daily free SMS messages on the Vodacom and Cell-C websites that are limited by network.
 
This service started in kenya some 3 years ago, just like M-Pesa. It's very successful there, with over a million credits per day. Vodacom seems have adopted it into other networks - Let's hope it'll succeed in SA unlike M-Pesa.
