An inflation-related fuel levy increase was always expected, so there was an additional 9c increase to the fuel levy, the proceeds of which Gordhan did not elaborate on. This excludes the 8c RAF levy increase which is separate.
The other issue is that Gautengers have been paying an additional fuel levy in order to finance a fuel pipe-line, which is now completed and paid up. Gordhan claims that there is relief for this in the new fuel levy for Gauteng however he doesn't quantify this, it is not transparent, and he omits to tell us that this figure is 0.15c. Yes, 15% of 1 cent. That is hardly relief and was just a PR tactic.
Another thing - 1/3rd of the existing fuel levy goes to the RAF, as per Gordhan's own statements, yet there is an additional RAF levy that forms a part of the costing of fuel. Why two?
