This is exactly the same thing we saw at Mweb, more and more companies are now opting to throttle users, I guess this is what we can expect from "uncapped" now.

Think you'll find they've already gone given that TI have already implemented this policy back in May/June, all they've done with this announcement is make it official.I foresee people abandoning ship at a rapid rate.....

Easiest way is to test another ISP. Many offer accounts you can grab.
With all the issues AH have been having lately though I wouldn't be surprised if it was them.

Most congestion occurs when Telkom Wholesale have insufficient capacity on their backhaul links. So your ISP (AH) and your neighbour's ISP (TI) could be well within their usage parameters (i.e. neither of you are being throttled) but you could both be suffering if TW has an issue.

As per Chevron's advice, get yourself a freebie capped account and test with that. If that also buffers badly in that time slot then your exchange is congested and only a TW upgrade will fix it.It makes sense, but I'd still like to figure out a solution.
Is there anything I can do? I'd prefer to be able to view Youtube videos without needing to find a hack (e.g. keepvid.com) to download them first. Clicking play on a 4-meg line that is behaving like a half-meg line is soul-crushing. I often need to reload pages because they time-out. It sucks because I know the line is capable of the max speed - but each individual connection feels throttled to that half-meg.![]()

You don't have to wait. You can poll your neighbours and folks in the same exchange area and tell them all to phone Telkom and log faults for poor latency, ping and download speeds in the SAME time slot, then it will force their hand to do a temporary upgrade pending the DSLAM replacement.Thanks.
