EFF says Vodacom data “finishes quicker”

But not as efficiently as others.

He said other countries and even some other competitors locally choose to focus their operations on high density areas only, which makes costs cheaper in those cities.

Nonsense. I'm using Cell C and there's nothing lacking of their service. I've also seen it in other non-high density areas where it is in fact the Vodacom users that are complaining.

They are correct. I used 48MB on the 1st and was only charged 40MB. On the 2nd I used 65MB and was charged 54MB. The 4th it was 156MB and I was charged 135MB. This is on Cell C. On Vodacom it was always within 5% but down OR up.
 
Anything about the networks charging a minimum of kb's? So if you use 1kb then 25kb or something is instead billed. Does that not have a effect?

You're getting a bit too technical for a Parliamentary briefing session..

But yes you're right it does have an effect, but if memory serves me correct VC use a 5kb charging block. CellC at one stage were 25kb.

What's their excuse for not just charging you for exactly what you use, instead of using 'blocks'?

I would assume its something to do with minimum billing levels for a billing event, as well as system overhead and finding a decent medium where the overhead on running the billing system doesn't cripple the system and the overage on billing isn't excessive. I would assume most billing events are considerably higher than 5kb...

But that is just a guess.

So many questions around this,is this "spectrum crunch" related more to 4G services or it has been the case since 3G services were launched and with that legacy high data costs on 3G?

Database transactions. Deducting it in blocks and then keeping it in a temporary memory database closely coupled with the data system reduces overhead. The problem is that when a connection is closed unused data doesn't get added back.
