Hey im all for the upgrade to DVB-T2 just dont rip me off for a stb with unnecessary features. I hope the stb plans are redrawn by there next meeting & made realistic buy then. Ivy we dont need your gps , encryption or wimax plans in your stb ! If sentech wants a wimax network so bad give em some of the 700mhz spectrum after 2011.

I loved that part as well T_L... Yes Dual Illumination is more expensive than pure analog, or pure digital.. but my guess is they're thinking that a program that costs R10000 per minute to "Make" costs R10000 per minute to broadcast in each format..

STB - THE GREAT MESS-UP AGAIN

All the news articles that are out today ( 13-08-2008 ) Had no bearing on me writing this article ! Just goes to show how the Learned people in the whole Country is Thinking ! Are these people at DOC and ICASA born stupid !
What the DOC will do with Mobile TV !
Considering how well the DOC and ICASA are good at damaging a market and Licence Process and then trying to remedy it is something they are excellent at, the results can therefore be predicted !
As we have seen with regards to Interconnection Termination Rates.
Licencing of new players !
Developing regulations that work in favour of the Consumer !
Issuing proper Regulation for Operators !
Protecting the Consumer !
Now they are trying to do the impossible ! Make the most expensive STB for decoding of Digital signals !
A quick scan of STB on google shows that a relatively cheap STB can be manufactured for less than $50. That translates to to less than R350. If you throw in the Subsidy to the poor of R490. You will have R140 to purchase cabling and Connectors. Without a single Cent to be spent by the Consumer !
STB are simple objects to manufacture and when done on a large scale can become very cheap to produce. The DSTV decoder and even the M-net Decoder are prime examples of this. Makes you think how and where they got a figure of R700 odd rand from. Unless, This is another corruption scandal in the making. The regulations and specifications for the STB and ludicrously stupid. But I don’t mean so sound arrogant when I say the need for the STB to be able to communicate with Government might be a substitute for not providing cheap internet access to the poor. They do acknowledge that the poor will not have access to affordable internet in the near future or maybe the next ten years to come. So the STB will provide some temporary relief. Why do we have to have unique STB in South Africa. Why cant we just use whats used elsewhere in the world. It is manufactured at a very low cost. The part I Do agree about is to Disbale the STB if its stolen. YES that’s for Sure we do need that in South Africa to reduce crime. But that’s a relatively simple thing to install on those decoders, like Multichoice Does. How about mandatory laws to disable mobile phones when they are stolen. Its done elsewhere in the world.
Why do we have to re-invent the Wheel ! Is the Communications Minister a Rocket Scientist and her Advisors Space Technologists ?
Internet to the poor can only be achieved through Competition ! Competition that the Comms Minister herself is stopping by not allowing Undersea Cables to land in South Africa without her Tough Rules and Regulations being met.
By not allowing companies to be Licenced to provide National Bandwith to the the Smaller Operators to provide Services to the end User !
By not Licencing more operators in Various Frequency Bands. Overseas Investors are hungry to Invest in South Africa ! The South African Government Does not want them to Do so. South Africans need Jobs. The Government is not interested in creating JOBS. India is a remarkable example of using the ICT Sector to Develop the Country and Economy as a whole.
Heres some examples !
1. India Licences the maximum number of Operators per Frequency band that can be Technologically allowed !
2. India promotes the manufacturing of All ICT equipment within the Country !
3. Regulations that are 100% in favour of the poor people.
4. India charges the lowest Import Taxes on all ICT equipment coming into the Country.
5. ICT equipment manufactured in India – Companies get Good TAX reliefs. Which forces them to setup operations in India rather than manufacture them elsewhere !
Why should we try to provide services through the STB if internet access was affordable ?
Would it not be a better idea to Licence 2 more operators in the WCDMA – UMTS 3g band !
Would it not be a better idea to Licence 2 more companies to provide passive National Bandwith !
Would it not be better to Licence 6 Wimax Operators in the 2.5Ghz band.
Would it not be better to allow any undersea cable to land on our Shores without massive requirements ?
Would it not be better to allow Companies to Submit an application for Digital Satellite Broadcasting Licence and issue it to them. If a company chooses to invest Let them Invest ?
Mobile TV – Would it not be better to Issue and ITA to apply and issue as many Licences that are practically feasible ?
Would it not be better to Flatten Interconnection Termination Rates to The worlds norms !
Why do the Rich folks have excellent coverage at the lowest price ?

The never regulate anything ! The DOC calls all the shots on instructions from the Communications Minister.
The Nigerian Communications Commission which is in charge of regulation has basically copied and pasted the Indian Regulatory Model in Nigeria. I must say it its starting to show great signs and symptoms of building the Nigerian Economy and creating affordability to the poor. The ICT sector in Nigeria is booming. Consumers are spoilt for choice there as is the case in India. From the launch of mobile Cellular in Nigeria when call rates were R4 a minute to today 5 years later. The call rates are already down to R2 a minute. Also the NCC plans to re-visit the whole Sector in 2010 to issue directives across the board to see what changes have been made and with regards to service levels , Coverage and Customer Satisfaction and on affordability they will even review Mobile Termination Rates.
However there is light at the end of the Tunnel , soon Thabo Mbeki and all his brainless followers will be gone and Jacob Zuma will bring in Fresh Lateral Thinking and things are going to change.

Removing my personal opinions of Zuma, what on earth makes you think he will be any different to any of our other guavamunt members? If he wasn't corrupt before (highly debatable) he will be shortly, just like the rest. Kowtowing to what they think will keep them in power, rather than thinking ahead and building something that will improve the country for everyone and therefore, keep them in power.
