10 points that will work ?

Competition is the key to success.

1. Award a new 3G Wireless mobile phone lincence. 850/2100mhz Spectrum

2. Award 4 mobile wimax licences asap for national rollout.

3. Tax concessions to be granted for 5 years.

4. Rebate of R300 000 to be paid to operators who first setup a mast in rural areas.

5. All customer premises to be inter operator operable. When u leave your operator your equipment will work on another operators network.

6. Rollout timelines to be adjusted according to tax breaks. The more towers rolled out the full 5 year tax break. Fewer towers lesser tax break.

7. Telkom & Neotel & Infraco to make their backbone networks available to all new entrants at cost.

8. Tax breaks and import duties be relaxed on all broadband equipment coming into the country for 2 years. No tax No import duties.

9. Operator sharing of masts in all areas to be mandated.

10. All timelines to be strictly adhered to.

yet again is this just talk or are they actually really going to do something for a change?
 
Again I don't see any concrete date for LLU, or anything to enforce financial transparency. There also should be clauses aimed at operators like neotel whose only got corporate clients.

Something like this should be in the document.

1. LLU will happen at x date, from there on all local loop will be accessable to all operators (costing here should be affordable and cost based).
2. All operators should base their revenue stream on the formula of 60:40 consumer : corporate. Any operator failing this will be fined 50% for all operating profits generated on corporates.

This way something might happen.

failing to define what is meant by either ‘broadband’ or ‘affordable’, and not providing clear measurable and timelines to meet the policies objectives.

How can they draft a policy about anything without the terms used therein be defined first? Elementary stuff ffs.

Does this mean that, come the 17th, they will implement whatever the **** they've put into this blank document, if nobody gives them a taste of reality?

That is by far, the most optimistic thing I have seen in a long time. You obviously do not understand the revenue model the telco's use if you think that consumers will make up for a larger portion than corporates.
