This all starts with a Government that owns shares in the biggest transgressor.

The Government (both Parliament and those who hold shares in the Telecomms operators), ICASA, and the DoC have millions of Rands to answer for. They are responsible for stealing from the people of South Africa, not least the already poor people who cannot afford internet or telephone. They have kept this country backwards and in the dark for too long and their heads should roll for their complicity in this scandal.

Fire all ICASA staff. Install new staff, from the cleaners, to the board.
They are all guilty of collusion by their deliberate impotence.
Then get the rest of your tasks done...on time. No more "March 2010...ooohhhh noooo....mmmm...June...." type of BS.

This is the main issue: I think most of us are tired of policies, talks and the like. Performance should be judged on results, and not on things which should translate in results.
