Telkom shaped service against IS hosted sites?

I'm desperate to know if I'm on the right track.

The full story is here. Sorry, emotionally drained after the struggle with Telkom to post the whole story again in this post.

Also, if anyone knows how to get hold of someone at Telkom ISP who can actually deal with the problem, I'd love to have it.
 
Well it seems no-one has a solution. There certainly doesn't seem to be any way to get Telkom to respond.

I'm just amazed that IS puts up with it. It seems that effectively Telkom is highjacking IS bandwidth - (I seem to recall Sentech suffered something similar at one stage).

And given the problem, it looks like I'll be worse off if I change ISP.
