Just been to the Telkomsa.net website to try and figure out what they mean by their new blended and local offerings. As usual, they are as unclear and ambiguous as they can be.

Can anyone tell me what is actually happening with the bandwidth. Once our 1/2/3 initial blended cap is used up, are we granted free local or do we have to pay per gig for local or is there a particular local usage limit (i.e. like IS 30 gig)?

Alright, just to clarify so people don't have to read through a million posts, this is my understanding of the whole capping policy (this is what will finally be implemented by Telkom although it does not appear to be running for all users):

1. Based on the original bandwidth you purchased for the month, this constitutes your initial "blended" bandwidth which includes both local and international usage.

2. Once you have exceeded your 1/2/3 gig caps ("blended" bandwidth), you are allowed so called "local" only access. This local only access is currently on promotion and you get (1 gig = 10 gig local; 2 gig = 20 gig local; 3 gig = 30 gig local) local depending on your initial gigs purchased (i.e. original monthly allocation prior to subsequent purchases of "blended" bandwidth).

3. If you wish to browse international again, you can purchase further "Top up" gigs from Telkom which becomes "blended" bandwidth. The "blended" bandwidth then counts to both your local and international usage.

4. If you exceed your local only bandwidth usage limit, you may be subject to ~R23 per gig for local only access.

Hope this helps

It is intriguing that Telkom have no difficulty in separating the local bandwith portion AFTER the blended portion has been used up.

Apparently, the reason for this is that they can differentiate when routing traffic, but not in the compiling of usage statistics. They can not tell how much of your traffic is local or international, they can only tell that your total traffic has reached the cap level.

This is exactly how it seems to be working.

This is exactly how it seems to be working.

You mean thats maybe how it's supposed to be working, but it is not as I had full international connection right up until I disconnected 10 minutes before midnight last night.:D

Well thats how it seems to be working for me...

Then again I got capped locally and internationally in Nov while everyone else seemed to at least get local access.

Maybe the capping system is not working the same in all areas of the country as yet.

Lets see what levels of capping other users have experienced in the areas below, since if it's different then telkom still have a way to go to get the capping system stable:
1] CT
2] Durban
3] Jhb

re the promotion - it is not clear whether December falls under the promotion or testing phase. Or in any event I have received no notification of this promotion.

bekdik - when you are on local only you ip is a 165 one instead of a 41 one.

When you are downloading on the last day of the month and over to the next month, what happens?
they say that it will only count towards the previous month,
But alas, my poor heart, I've been capped for December!!

And i get this message:

Forbidden
You were denied access because:
Access denied by access control policy.

If they hired real network people and programmers there would be something to differentiate local from international but it's more profitable and convenient to prove that they're technicaly incompetent.
