You're looking at numbers in 2015. Try get some updated ACS numbers:

Northeast Wards... Race White Percentage

Ward 1 - 79%
Ward 26 - 53%
Ward 33 - 86%
Ward 35 - 66%
Ward 40 - 68%
Ward 46 - 68%
Ward 47 - 85%
Ward 48 - 66%
Ward 49 - 57%

As said those are mainly "progressive" hotspots. So an exception doesn't disprove the rule.
