You're looking at numbers in 2015. Try get some updated ACS numbers:

Northeast Wards... Race White Percentage

Ward 1 - 79%
Ward 26 - 53%
Ward 33 - 86%
Ward 35 - 66%
Ward 40 - 68%
Ward 46 - 68%
Ward 47 - 85%
Ward 48 - 66%
Ward 49 - 57%

As said those are mainly "progressive" hotspots. So an exception doesn't disprove the rule.
 
And how did you come to the view that the north east are progressives?
Wealth, income, education background and people from Chicago.
