I get my information from the horses mouth. I am highly involved with the vox product. The interconnect between Telkom and Vox has now been dropped and is sitting at around 35c. It was 44.5c. The interconnect isn't in cities, it is a connection of infrastucture. They have interconnection points in three cities only, namely Pretoria, Cape Town and Durban. This is not to reduce prices, but rather to reduce latency. You are connected from the nearest city to you to reduce the distance your call travels on the net.
Secondly, the rates are negotiated individually, as each VANS has it's own agreement with Telkom. Not collectively. Only the Mobile Providers interconnects are governed by ICASA since the episode of price fixing when Cell C joined the market.

If each VANS had the same interconnect then why would telkom have such a vast difference in this pricing?
Secondly, Vox has free calls within their own network, and this is using a Vox handset, not your PC. I don't want to have to have my PC on to make and receive calls. I want a physical phone. Vox gave me this, as many other providers do, but I chose Vox because of the free calls for Vox to Vox. Now all my customers are switching to Vox, so they can call free for Tech Support. Many of my suppliers are looking at Vox for the same reason. If your concern is that customers will complain about the R1,07 call charge, consider then the cost of calling a mobile, and consider switching them to Vox. Consider that the R49 per month they spend to be with Vox will be recouped after approx. 120 minutes worth of mobile calls.
Business is about the bottom line, and Vox has succeeded in improving that for me, and each client who has switched.
