2 wifi modems

ok so this is what is happening i have 2 wifi adsl routers and i want to spread the wifi around the house so i am just testing it in the one room.

the first router is connected to the internet and has wifi capabilities the 2nd router is connected to the first via an ethernet port.

They both work perfected with ethernet ports it connects to the internet on both the routers and the wifi works well for both of them WHEN ONE OF THE ROUTERS IS OFF but once i switch the wifi on both of them, it only works on the 1st router (the one connected to the internet) but the internet does not work on the second one.
 
Make sure you have DHCP disabled on the second router, if you have 2 routers dishing out IP addresses it can cause this.
 
+1 to what Paulcolmer said.

1) Make sure that your 2nd router's IP address falls in the same range as the 1st router (it would be best if it can automatically detect its IP address, but usually ADSL modems don't have that)
2) Put the 2nd router in bridge mode if it has that option.
3) Disable DHCP server on the 2nd router
4) Set the 2nd router's SSID to the same SSID (WiFi name that you connect to with your PC/mobile device), but ensure that the WiFi channels does not overlap - so make sure that they're at least 4 channels apart (eg. 5 & 9) if you're using 802.11g/n - see http://en.wikipedia.org/wiki/List_of_WLAN_channels for non-overlapping channels
