No they wanted to play the spinner because of the pitch in Durban. He could have replaced Ntini (who's of no use in current form in the ODI side) since the quota was satisfied by including JP Duminy.

I don't think quotas have been officially scrapped.

As far as I know the minister of sport "suggested" to parliament that we should forget about quotas at the top level of sport and rather focus on developing skills at grassroots level.

And thats what got reported on. There was no official decisions made. Only a small step in the right direction.
