Makes me pissed if I think about it... if the average salary is ~50k we talking about R150 million a month... lets assume this was going on for 2 years which we know it's probably way longer, it equates to R3.6 billion... and probably part of this scam was probably to cover the medical aid, pensions funds, etc. ? where is the fvcken justice and why is the minister so misinformed he can't even comment on whether the 3000 forms part of the 16k employees. This fvcken guy ...

Well actually that makes for an interesting question...

Does PRASA have a specific policy around mandatory Medical Aid and mandatory pension/provident fund...

Should be easy enough to collate all the info to find the real people behind these "ghost" employees, since they would not be smart enough to totally hide their tracks and would want to have access to those funds and services.
 
From the information that's available it honestly look like it's all about the will to find the beneficiaries. I wonder if it's still going to be public servants again.

All SOE's have these benefits. They probably funneled those funds into front companies to fully exploit the CTC. As medical and pension funds requires verification and documentation. Also the tax... how the fvck?

Why not, time cards, attendance registers, performance reviews, vaccination register, etc......

Probably internal corrupt auditors.

So the medical and pension would be directed to the defined funds for those (GEMS and the Government pension fund), and those require an ID number to be registered against, and the tax would require a tax number which would tie back to a person as well....

They may have had the salary paid to a front company, but many of the defined deductions would require a persons ID number as a reference to assign to the relevant person on the other sides back end.

The most probable answer would be is that they inflated the resources by creating imaginary organograms of 3000 employees which some how support the actually working employees. It's highly unlikely that they were scattered and weaved into the 16k working force. If that were the case then those who had subordinates should have reported that they have employees incorrectly linked to them... also cost centre owners for those resources should have flagged it as it would be affecting their budget...
