4 Mbps broadband for all

I love the concept and intiative behind this - I just sincerely hope it will come to pass in my lifetime :)
 
My concern is that this framework is simply wishful thinking and ignores the realities of South African broadband.

I do not think that taxpayers should simply hand over money to the first company that sticks up it's hand and says that it can distribute broadband to (for example) Tsalanang so that they can browse porn and get involved in online scams, while we all sit back and hope that the "encouraged" online development starts to develop online features and services that are meant to serve the communities now browsing porn.

I would prefer doing things the other way round, by developing the online facilities first, based on the needs of the communities out there, and then carefully handing out the infrastructure to access the facilities while monitoring the facilities and ensuring that the facilities do provide the services that the community needs.

These facilities can then earn their own income from their servicing of the communities to pay for the infrastructure.

e.g. A site that sells farming implements could partner with a wholesale retailer to pay for the infrastructure to have their online-shops available (for free) on a computer in the centre of Tsalanang, while both companies can then benefit from any bandwidth that is sold for other purposes. A central safe debit-card type system would have to be included in the early stages to facilitate payment for services.
 
None of the big industry players appear on the list of Organizations who signed this, this simply won't happen without them

isn't all this stuff supposed to take place before 2010?
By 2014 will there still be a SA?
