For the last few weeks, if I do a manual search for networks on my phone, I see Telkom as one of the networks, but I can't register my phone on it. Does anyone know when the towers will be activated?

Is your simcard registered for non-roaming? If not then call the call-centre and ask them to convert your Sim to non-roaming. That's the only way you can use the Telkom/8ta network.
