I did everything legitimately, that setting would not cause such a catastrophic failure, matrix confirmed that the PSU is blown

PS: Prophecy will be collecting the mobo tomorrow for further testing.

Actually you did (see quote below). You should never bridge PWR_SW before checking PSU voltages alone. In your case PSU generated out of spec 5VSB, a good brand mobo could detect it and block power switch from starting PSU.

Yes, i even bridged PWR_SW and nada....

Hello???, i was trying to turn on the PC.
 
If you made it with bridging wires leading to the power_sw button, it is fine. But if you were bridging green wire on the ATX connector forcing PSU to start without checking that PSU is working correct, that was wrong. I am writing this not to condemn you, just to warn others.

No i didnt do that, after everything I tried (cmos reset ect), i took the psu out completely bridged the green and black wire on the 24pin connector, attached a molex fan (for load) and tested the voltages and posted them here, then I went to matrix.
 
Nonsence. You wrote about bridging before I wrote about doing all measurement, it was about starting mobo, not meassuring. I don't try to push you against the wall. The matter is important to everybody who reads it: Want to bridge a green wire? See what could happen!
 
A single fan is not a load that that would allow you to test a PSU properly.
Correct, I use old (malfunctioning) mobo for testing. However a quick-and-dirty test can be done that way, as according to ATX specification PSU should generate correct voltages.
 
This thread has gone beyond the initial fault

Problem solved -> Blown PSU (bought a new one) sent mobo for RMA.
