A dvd decoder

If you're talking bout a DVD Decoder, like PowerDVD or something similar, in order to play it, just get VLC, plays DVD's fine without any third party decoder installed.
 
Doesn't Windows Media Player play DVDs out of the box too?

If you want to play the .VOB files [i.e you copied it to your HD] then get VLC www.videolan.org. Use DVDDecryptor and DVDShrink if you want to do more than view the DVD.
