I think that I might have a solution for you.

The concept:
Set data bundles of 100mb BIS (R65) 250mb BIS (R75?), 500mb BIS (R95?) and 1G BIS (R125?) at competitive costs.
- Data bundles allow Tru Unrestricted Internet including streaming, downloads etc.

This can replace your current BIS product completely.

The procedure:
Allow current and prospective BIS subscribers to port over free of charge.

The System:
When data runs out the user has access to "throttled/capped" 2G BIS service or the user can purchase more data bundles.

The Reason:
It will allow you to circumvent the current T&C's of the current BIS subscribers and allow the current BIS subsribers a choice for the new Tru Unrestricted BIS.
When the curernt BIS subscriber contract expires he/she has and prefers to stay with you, they have to subscribe to the new BIS Product.
It will allow you additional funds throug the purchase of the additional data bundles.
It will, according to your findings, improve the BIS service through the users that opt to not purchase additional Data and operate under the "throttled/capped" BIS service.

EDIT:
Can a mod please move this thread to a more relevant Vodacom section?
Cheers!

Leave the BB users alone and go after the abusers, as has been decided by Vodacon. No caps or thresholds for the rest.

Oh, I think you should read my post again. Slowly. Completely.
If you do, you will see that this allows an option for the current subscribers to port over to the new Data BIS Service.

Screw options. Leave the BB users alone and suspend the Abusers. I won't change my viewpoint.

Don't add extra complexity for the sake of...not much

I am not here to change your viewpoint.
So far there has been no solutions offered by any BB user or even VC.
I always believe a win/win solution is possible.

... and then change the name from Vodacom BIS to Vodacom BS

RIM is working with Vodacon to sort out the abusers, how is that not a solution?

It's fine to proffer solutions to issues. However I suspect your solution only slightly differs from the solution vodacom planned to implement and caused this debacle in the first place ;)

BIS has always been seen as unlimited ( and the average user experiences this as such,if only slow but it gets the job done ) Artificially gating the system and adding on extra bundles to be bolted on to the service only serves to make the users feel locked in - causing a furore. Jimbob's 55 year old dad might not know what to take but for lack of understanding buys the biggest bundle hoping he doesn't get "capped" on BIS.

Overcomplicating a simple service doesn't help sales and I sure as hells don't feel like tracking my usage,i prefer vodacom's option then

there's no win/win with VC

^^^ This, rest is FAIL.

You say this and I see:

Has anyone actually read the complete OP?
I tried to keep it as simplistic as possible with as few words as possible.

I quote this:

The System:
When data runs out the user has access to "throttled/capped" 2G BIS service or the user can purchase more data bundles.
The precedent has been set with iPhone and Android handsets that offers data bundles and through this you still have access to "unlimited internet" through the BIS service albeit "throttled/capped".
