ACD Networks & using ADCH++ to control Network Traffic

Hi guys

I've been trying to find a simplified guide online on how to use ADCH++ to no avail. Essentially, I'm trying to find software that can be installed on a basic spare i5 Win7 PC to control traffic and throttle certain ports, on a network with approx 200 users across four different subnets. My budget(as per always) is R0.

Is this even possible? If someone has an inkling of an idea where I should even start, please point me in the right direction. I've scoured numerous forums and google ad nauseum, but haven't been able to find anything to match my huge budget and very limited networking prowess.

Ubuntu and iptables. If you dont want to use linux and like GIU's try Pfsense. Pfsense is free, and can do shaping and routing as well as being pretty lightweight: https://www.pfsense.org/. It will however replace Win7 when you install it, unless you want to try running it within a VM in Windows, but just from googling it doesn't seem to work too great in virtualbox.
