Activating iMessage using CellC Wi-Fi calling only

I'm in a country that has no Cell C roaming on prepaid, however CellC WiFi calling is working great to get SMS etc as needed.
However, I cannot activate iMessage on this SA number as it just stays in "Activating" mode.

@Cell_C is there any reason why wifi calling isn't enough to send the message to activate it? There is credit in the account.
