IPC = Internet Protocal Connect. What it means is SAIX connects you directly to your ISP, and the ISP can then manage their/your bandwidth as they wish, they can route you wherever it's best. You authenticate with them and you go through thier network to get out onto the net. Alot of ISP's shape P2P in order to cut down on thier network traffic.
Standard... Telkom ADSL ATM => SAIX => Internet (ISP resells SAIX)
IPC... Telkom ADSL ATM => ISP => Carrier (IS / SAIX / UUNet) => Internet

You always connect to the Telkom ADSL ATM... becuse telkom provides the ADSL line / connectivity. Then Telkom either connects you to SAIX or to your ISP. The difference being, if you connect to your ISP, then they can manage you and route you where ever.

The fact that you need to get subpoenas and open police cases just so you can peruse your own login activity seems daft, if Telkom really wanted to reduce this account theft problem they could simply add the phone number that a connection originated from into the online stats.
I have a few accounts, these accounts are not always used by me, nor are they always used from the same location. This makes it somewhat impossible to tell if one of the valid users overused the account, or if some hijacker used it. With a phone number attached to each login I could at least verify the location and from that deduce the actual user, and if in doubt I could just call the number and find out who it was. This would make me a lot happier, and would eliminate false alarms.
For those ISPs who operate their own RADIUS servers for authentication I would guess adding the phone number is trivial. Calling-Station-Id attribute in the stats pages please...
