Adsl help plzzzz

hi everyone id like to know whats wrong with my adsl connection because it shows incredible speeds on bandwidth monitor but for like 3min then i get terrible speeds for another 3 min whats wrong.

that happened when I had dailup, for a few minutes it was going at 3kb/s and then at 0.5kb/s.
