ADSL Key Performance Indicators

most ADSL service providers cap their users after they reach their monthly usage limit. This is strictly against the law, but since these ISPs are billed for all bandwidth consumed by their subscribers it is not surprising that they don’t adhere to all the ADSL regulations

So basically this just confirms what we know already, the ADSL Regulations when released back in 2006 are and remain a joke!:mad:
 
Yup. Fail. It's also completely pointless to have "regulations" without penalties.

I don't agree completely, if ICASA were to publish the offenders, then that would inform the consumer's decision on an ISP. That would become an incentive for them to abide by the regulations. Of course if none comply, then it's pointless.:(

Well we know none of them is complying with the "uncapped local" rule so why do we even bother with this? ICASA still is just a joke, naming and shaming is not the way, there needs to be real consequences, modern pple really don't have as much shame, but we modern pple really care about our money, tell me if this won't work, but if we fine any company that is in contravention R1 for every single person in this country (which is not a lot considering their lack of abilities is costing each and everyone of us more then that everyday) for each day they do not abide by the rules they will soon sort themselves out.

If only this was possible, unfortunately, it'll never happen in our completely non service oriented South Africa.
