ADSL line ordering issue

Okay, I'm sure this is not a new one however I would appreciate it if anyone knows who I can escalate this to.

A couple of weeks ago I ordered ADSL. Before placing the order they confirmed that there were plenty of ports at the exchange for ADSL. They then set a date to install the line, and did this quicker than they said. All was looking good until I called to order the ADSL when they said there were no ports and they would have to install more would could take at least 1 month. In the interim I would have to pay for the line. Additionally I would not have the self install option as they "have to come out and install the port". I then called the next day and they said there were plenty of ports and it should be installed within 10 days. I then called again, on the off chance the person I spoke to was guessing, and I was told there were no ports.

What on earth can I can do? Their initial representation was clearly a fraudulent one. I realise fighting with Telkom is fruitless however surely I can escalate this to someone. I cannot believe ADSL is not an option – I live in Cape Town CBD. SURELY this would have infrastructure sufficient to cover future demand...
