ADSL max speed

Saw something very funny last week and wanted to know if this is the norm.
I ordered a 4mb service in Rooihuiskraal area as this was the max offered according to the call center.
Telkom technician came out, attached his pulse generator and went to the exchange. In the meantime i prepped my own router with an account and wifi, ready for him when he returns. He came back, installed the plug and filled in a form. I connected my router, connected via wifi on my phone and did a speedtest. I got between 5 and 8 mbps during multiple tests. I looked at his paper and it showed 4mbps, so i did a ftp download and got -+ 850kbps.
He called his nr to say the order is complete and asked if i could get 10mb. the lady was very rude(i could hear her) and said only 4mb is available. after she was done, i could only get 3.8mbps. The technician also didn't understand and asked if i could get 10mb if I'm happy with 6mb down. The lady then put the phone down in his ear.

So is this the norm for Telkom to reduce speeds when they can't offer higher speeds. And why can't i get full 4mb when i could get 6-8 when telkom didn't yet put in the restriction.
