ADSL regulations mess

Most likely ICASA's biggest failure to date.
 
My question is: Who is ICASA accountable to? Because from the article it seems that ICASA is free to just ignore the consumer and there's absolutely nothing the consumer cando about it. There's no higher power to complain to. There's no-one to whom ICASA has to answer. Surely this can't be right? Surely there has to be recourse for the consumer if ICASA does not provide satisfactory answers. Can we take them to court? How is it possible that ICASA can simply choose to not respond at all?

Nah that's the one space where there's actually competition. We have DoC, Telkom, Sentech, iBurst, Manto, Ivy, LLU committee etc. all competing for the prestigious honour.
 
ICASA are a shocking disaster! A complete and utter failure. Pointless, clueless, hopeless and totally in the dark about their purpose, mission and function. Inept beyond redemption and without any kind of leadership, industry respect or competence whatsoever. They are a dismal waste of the tax payers money and the entire institution should be scrapped and the employees fired forthwith. They have been plagued by mismanagement, scandal, croneyism, partiality, un-objectivity and general mis-direction. They have done more damage to the industry than good. They are one of the prime examples of the ANC's failed policies in regard to telecomms in South Africa. Along with the Department of Communications their name bring a sharp nausea to all South Africans. They have utterly failed the people of South Africa again and again. ICASA is a synonym for disgusting failure.

Luckily, you can scratch Poison Ivy off of that list - I predicted that without Stalin-Mafole around to perform the necromancy rituals, Poison Ivy would soon return to the grave.
 

The point that ICASA was trying to avoid undue attention from Telkom may be true. The regulations, which were gazetted, took no account of the difference between ADSL infrastructure provision and Internet access provision. If we look at the problems relating to ADSL, most relate to the provision of infrastructure - either the quality, quantity or price thereof. Internet access provision is fairly competitive, and will probably sort itself out as ISPs battle for subscribers. The other issue is the price of international bandwidth, which is starting to sort itself as SEACOM's commissioning draws nearer.

The truth of the matter is most probably that ICASA just did not have the guts to address the core of the problem and go head to head with Telkom. Anything short of a direct assault, by the regulator, on Telkom, is going to fall short.
