Right. Let me clear this up...
Telkom can give you a 10Gb account(not free of course). BUT, they allegedly do not have the equipment to see if that first 10GB is used for Local OR International. Your local downloads gets used against your 10Gb cap just as your International traffic would. According to ‘law’ your local usage should Not be part of your 10Gb cap.

You cant differentiate local traffic, from local traffic. This is why a Local only account is possible. They just block International IP’s.

I know you're saying 'allegedly' but that is utter crap from Telkom. OF COURSE they can tell if traffic is local or international, how else do they explain - back in the day - being able to only stop international once we reached 3gb and continue to let us merrily surf local.

You had 3Gb of data to use. You used this 3Gb for Local and/or International. If you hit the 3Gb mark all they had to do was block all International IP's you tried to access...

Exactly, so now all they have to do is monitor whether or not I access international IPs and not let it accumulate towards my cap usage.

But the least they can do until they HAVE the ability to do the above is give us local after the cap.

It's unlikely to happen before ICASA make up their mind about what the regs mean, and that will probably take another year or 2.
